  PE is for when your computer is not working well. My hard disc SSD crashed as example, and windows would no longer start. So then you put a USB stick with WinPE on it in the computer and boot the computer from USB. Need to go in the bios then and set booting device to USB. Then the computer starts by USB using your RAM as its hard disc. So then you get a desktop and my computer and you go see if you see your hard disc. If not then you run tools over your computer that are put in such a boot USB/ISO. Those tools did not do it as my disc fell out after the computer tried to load it. So could not fix it with WinPE.
  But i also have a program boot repair on my stick that runs from Ubuntu. And that program could see my broken hard disc. So then i put an extra external hard disk in my USB and drag and dropped my data on the other hard disc. The disk still fell off so could not copy it all in one go but per 20 gb folders, moved 250 gb. So by use of such a boot cd-USB, you can work on your computer even if there is no hard disc in your computer.
  I started the new hard disc where i copied all my data to, but it would not start. So then used a Boot tool from the boot cd to create a working boot for my windows and when i restarted my windows started again, on the new hard disc. But i only saw icons without text, and right click same thing. Tried to fix my win by upgrading it using the image tool on windows 10 download, Britec explains that in a video. But after i downloaded the tool and started the program, also on the tool the text was not there. Firefox i saw all text, but not on desktop or programs, think explorer was broken. So had to give up still have it saved so ones i know how to fix no text visible on desktop then i might try it again lol
  But then i had a new problem, could not update Windows by cd, that could only be done using the downloaded tool. So had to loose all my installed programs and had a registred machine so a legal oem windows, activated and all. But did not know the key of my computer. Had i installed over my existing windows then my windows no longer would be activated and legal. So again used PE and a portable tool to find the key for my windows. Scanned my windows folder and found the key even got the key from my old w7 from where i got auto updated to w10, and saw my key was digitally signed.
  So now i could install a legal windows downloaded iso, put my key in and after install completed my machine was activated and still digitally signed on the computer. SO WinPE is a huge help if you get into computer trouble.

Create a Windows PE (WinPE) bootable USB flash drive or an external USB hard drive.

Install the Windows ADK

• Install the following features from the Windows Assessment and Deployment Kit (ADK):

Troubleshooting

1. If the copype command isn't recognized, make sure you're running the command from the Deployment and Imaging Tools Environment, which is part of the Windows ADK.

2. If Windows PE doesn't appear, try the following workarounds, rebooting the PC each time:

   • To boot a PC that supports UEFI mode, in the firmware boot menus, try manually selecting the boot files: EFIBOOTBOOTX64.EFI.

   • Try a different USB port. Avoid hubs or cables.

   • Avoid USB 3.0 ports if the firmware doesn't contain native support for USB 3.0.

   • Clean the USB flash drive, and then reinstall Windows PE. This can help remove extra boot partitions or other boot software.

   • Try booting Windows PE from a DVD instead. Create an ISO file that you can burn onto a DVD:

     In File Explorer, navigate to C:winpe_amd64, right-click winpe.iso, and select Burn to disc. Follow the prompts to create a DVD.

   • If your PC requires storage or video drivers to boot, try adding those same drivers to the Windows PE image. For more info, see WinPE: Mount and Customize.

   • Update the firmware of the PC to the latest version.

Storing Windows Images on the Windows PE Drive

1. Typically you won't be able to store or capture Windows images on a Windows PE USB flash drive.

   Most USB flash drives support only a single drive partition. The MakeWinPEMedia command formats the drive as FAT32, which supports booting both BIOS-based and UEFI-based PCs. This file format only supports file sizes up to 4 GB.

2. For external USB hard drives, you can create a separate NTFS partition that can handle larger file sizes:
